A World First

The most prolific regulators on Earth are back at it.

On Friday, after a grueling 3 days of talks, the European Union officially clinched the world’s first AI regulation.

The law still needs to go through a few final steps for approval, but the outline is set:

The companies behind the largest general-purpose models, like GPT-4 and Gemini, would be subjected to transparency requirements.
AI image generators will be required to make clear that what people are seeing was generated by AI.
Facial recognition software would be restricted outside of specific safety and national security situations.

It sounds like a decent first step toward regulation, but there are definitely questions on how effective it will be. Large parts of the law won’t take effect for another 12-24 months. That’s a lifetime in AI. Who knows where we’ll be in two years?

Relatedly, it’s not yet clear how beneficial the bill will be for the EU. Their proclivity toward regulation is at least part of the reason they’ve fallen so far behind the pace of innovation. America innovates and Europe regulates, as they say. If this bill hamstrings the EU AI industry, can anyone really call that a win?
